Planning Permission for Extension and Remodelling of Perrett House

CSJ Planning have recently secured planning permission for the extension and external remodelling of Perrett House in Old Market to deliver an additional 33 No. units of residential accommodation, inclusive of policy compliant provision of affordable housing.

The existing four storey building was built in the 1980s as sheltered housing for elderly people. Importantly, the 1980s planning permission did not contain a condition restricting the age occupancy of the building. In advance of the submission of the full planning application, CSJ secured a Certificate of Lawfulness confirming that the occupation of the building as C3 market residential dwellings would not constitute a material change of use requiring the granting of planning permission, given the absence of such a condition.

The approved scheme will extend the existing building to 6 No. storeys and extend towards Redcross Street, providing greater natural surveillance to the immediate locality in an area that has previously suffered with crime and anti-social behaviour. The existing building is noted to be a building of neutral/negative interest within the Old Market Conservation Area Character Appraisal, particularly its cluttered northern elevation and the design team fully explored the potential to enhance the building’s relationship with the adjacent public realm by providing a much greater degree of visual interest within the streetscene.

The applicant and the design team engaged in an extensive and collaborative dialogue with the Old Market Neighbourhood Planning Group prior to the submission and throughout the application process in order to deliver a scheme that positively responds to the principles within the adopted Old Market Neighbourhood Plan.
